ST. THOMAS — The American Civil Liberties Union has asked a federal judge to fine the government for every day officials do not comply with court orders to improve the St. Thomas jail — and to use that money to pay detainees’ bail.

ACLU National Prison Project attorney Eric Balaban filed the proposal in U.S. District Court Monday after Judge Curtis Gomez ordered a briefing on whether he should order the V.I. Bureau of Corrections to undertake additional actions to improve the jail, also known as the Criminal Justice Complex.
