ST. THOMAS — V.I. senators are hoping a new bill will strengthen the territory’s loitering law while not over-criminalizing or infringing on constitutional rights.

On Wednesday, members of the Senate Committee on Homeland Security, Justice, Public Safety and Veterans Affairs voted to advance Bill 33-0011, after considering testimony from V.I. Attorney General Denise George and Chivonne Thomas, president of the V.I. Bar Association.
