ST. THOMAS — Gov. Albert Bryan Jr. addressed Monday what he described as the public’s “confusion” over a proposed utility base rate increase in the territory, insisting the hike will be offset by lowered surcharges — and not affect customer bills.
Bryan, who spoke at a Government House press conference on St. Thomas, said the public, which has rightly become frustrated over months of unreliable power, has now become awash in “misinformation” about the V.I. Water and Power Authority’s motives and its request for a base rate increase of 5.8 cents per kilowatt-hour, now being considered by the V.I. Public Services Commission.
