ST. CROIX — Gov. Albert Bryan on Tuesday proposed legalizing recreational marijuana to help fund the Government Employees’ Retirement System, saying it would help the public pension system, which is facing insolvency by 2024.

Bryan, at a press conference held at Government House on St. Croix, said he will call the V.I. Legislature into special session on Dec. 18 to take action on his proposed bill, which he said would amend the Virgin Islands Medicinal Cannabis Patient Care Act,
