ST. THOMAS — By Dec. 31, a nine-member Cannabis Advisory Board is expected to develop the rules and regulations governing medical marijuana use in the territory, the first step in ushering a medicinal cannabis industry in the Virgin Islands.

As of today, however, not a single member of the board has been officially confirmed, and only six have been nominated by Gov. Albert Bryan Jr.
