Casino Control Commission Vice Chairman Usie Richards testifies Wednesday before the V.I. Senate Finance Committee on St. Thomas.

ST. THOMAS — The Casino Control Commission is pushing back against V.I. Labor Commissioner Gary Molloy, who recently claimed the commission owes the department nearly $3 million for youth-related programs.

Casino Control Commission Vice Chairman Usie Richards, in turn, says the Labor Department owes the commission money.
