Court-appointed experts tasked with consulting on the territory’s ongoing jail reform efforts have filed short-term plans designed to bring the Virgin Islands into “substantial compliance” with two federal settlement agreements.

U.S. District Judge Curtis Gomez issued an order Friday requiring mental health expert Kathryn Burns and security expert David Bogard, to “each file a plan proposing specific, demonstrable and tangible tasks necessary to be undertaken to obtain substantial compliance with the provisions of the 1994 and 2013 Settlement Agreements.”
