ST. THOMAS — A planned affordable housing complex on St. Thomas is poised to become the tallest structure in the Virgin Islands — at nine stories tall.

Hunt Capital Partners, which is providing tax credit financing for the project, said the structure will be the second phase to Magens Junction Apartments, located at the site that once housed the St. Thomas Dairy.
