ST. THOMAS — A project manager now overseeing federal grants in the Virgin Islands is apparently an ousted federal grants director from Washington, D.C., who in 2007 was placed on administrative leave for the mismanagement of funds within the D.C. school system.

Victor Vyfhuis, project manager with Bazilio Cobb Associates — the third-party fiduciary agent that has been under contract with the V.I. government since 2010 to manage federal education grants — was reportedly removed from his former directorship due to an inability to properly obtain and manage hundreds of millions of dollars in federal grants.
