After years of pledges to fix the crisis in the Government Employees’ Retirement System, Gov. Kenneth Mapp has offered a series of proposals to that end.

In a May 31 letter to Senate President Myron Jackson, Mapp acknowledged what GERS officials have been saying for years — that the heart of the problem is not the investments made by the GERS board, but rather a mismatch between the amount paid out in benefits and the amount the government pays into the system.
