While medical marijuana is now legal in the territory, it remains a federal crime to transport it from one island to another, an inconvenient hurdle for commuting patients and a landmark bill that has yet to fully take flight.

As is the case on the mainland, where the interstate transport of marijuana, either for medical or recreational use, is subject to federal seizure or prosecution, so too, is the transport of marijuana over the waters in and around the territory.
