Public reaction to Gov. Albert Bryan Jr.’s second State of the Territory address on Monday ranged from high praise to tepid enthusiasm, with some skeptical and even dismissive that his administration will actually deliver on its promises.

While the in-house reception to Bryan’s two-hour speech in Ottley Legislative Hall on St. Thomas appeared largely positive — there was frequent applause — listeners at home zeroed in on certain sections with a bit of wariness.
