The controversial Summer’s End marina project, which is planned for St. John’s Coral Bay, has been dealt a heavy blow, after the Virgin Islands Legislature deemed its Major Coastal Zone Management permit “defective” — and, in turn, invalid.

On Dec. 10, Senate President Novelle Francis Jr. penned a letter to Gov. Albert Bryan Jr., insisting that despite an “exhaustive review” of documentation and testimony, the Legislature could not take action on the permit because it wasn’t “duly approved” by the St. John Committee of the Virgin Islands Coastal Zone Management Commission.
