ST. THOMAS — Despite its consequential role in the territory, the V.I. Public Services Commission (PSC) only has four out of a possible seven active commissioners — of which, three are already serving well beyond their terms.

According to PSC Executive Director Donald Cole, who appeared before the Senate Finance Committee on Thursday, the four active commissioners — two from St. Croix, one from St. Thomas and one from St. John — represent a “bare quorum” and a potential risk should anyone go absent.
