ST. THOMAS — Deficient paperwork and a lengthy invoice approval process have led to a chronic bottleneck in payment for those involved in rebuilding the territory following hurricanes Irma and Maria.

On Wednesday, during a Committee of the Whole hearing on St. Thomas, senators addressed the hundreds of millions of dollars in payments still owed to workers involved in the territory’s Emergency Home Repair V.I. program, which ended in April.
