ST. THOMAS — Senators forwarded a bill Thursday to protect homeowners from construction liens, many of which were placed on homes this summer by an emergency home repair subcontractor unhappy about nonpayment.

Bill sponsor Sen. Marvin Blyden said the bill effectively protects residents who benefited from the Emergency Home Repair V.I. Program — or any other government-administered repair program — from liens placed on their properties, particularly by unlicensed contractors.
