ST. THOMAS — The Virgin Islands Water and Power Authority Governing Board voted Thursday to advance negotiations with energy giant Wärtsilä to provide an additional 40 megawatts of power to the St. Thomas power plant, a move they claim will ultimately lower electricity costs and benefit ratepayers.

In a 4-2 vote, the board awarded Wärtsilä North America Inc. with the much-anticipated and federally-funded expansion of the Randolph Harley Power Plant on St. Thomas.
