An alarming number of earthquakes in Puerto Rico — more than 400 in the last two weeks — has put a greater spotlight on the Virgin Islands’ own vulnerabilities, particularly with its Tsunami Early Warning System, which, to date, remains inoperative.

The system, which consists of 44 warning sirens on all four islands, was severely damaged during hurricanes Irma and Maria.
