ST. THOMAS — The V.I. Water and Power Authority is blaming a generating unit with “past reliability challenges” for a string of power outages that struck the St. Thomas-St. John district Sunday and Monday evenings.

The bad seed was Unit 26, a 25-megawatt rental unit that was already of “questionable” performance and had WAPA officials “reluctant” to dispatch, according to a statement.
