Recently, I had the V.I. Water and Power Authority “waiting for a customer service representative” experience.

I had a question regarding my invoice, so I signed in and took a seat with the other customers. As with most government agencies, there was nothing new or unusual about waiting. And like other Virgin Islanders sitting in a small room, I watched and listened to everything going on around me. Pretty soon, what I saw and heard made me feel sad.
