ST. THOMAS — The leadership of the Virgin Islands Horse Racing Commission underwent a shakeup Friday, with its founding chairman ousted and replaced by the commission’s originally-approved leader.

On a 4-3 vote — with all the “yes” votes coming from the St. Thomas-St. John members — the commission approved removing Jay Watson as the Horse Racing Commission’s chairman, and replacing him with veterinarian Laura Palminteri.
